Ramallah – The Psychosocial Counseling Center for Women, in partnership with the Palestinian NGO Forum to Combat Violence Against Women, organized a specialized workshop to present the findings of a study entitled “The Impact of Social Mobilization on the Adoption of the Family Protection Law from Violence.” The study was conducted by researcher and judge Samoud Adnan Al-Dmeiri and was attended by 34 participants representing forum member organizations, civil society institutions, human rights actors, and professionals concerned with legal and social affairs.
The workshop examined the nature of the social mobilization that accompanied the introduction of the draft law and its role in influencing the Palestinian legislative process. It also discussed the broad public debate surrounding the law’s compatibility with Islamic Sharia, and the resulting slowdown in legislative reforms related to women’s and family rights.
The workshop also addressed the religious, social, and political factors that created a resistant environment to the law’s adoption. It further analyzed the extent to which Palestinian decision-makers responded to this mobilization and concluded with a set of recommendations to overcome the challenges hindering the passage of a comprehensive and equitable law that ensures the protection of families, women, and girls from violence.
Key Recommendations Emerging from the Workshop:
• The government should publish the draft law to promote transparency and enable the Palestinian public to actively engage in its discussion.
• Establish effective channels of dialogue between governmental bodies, civil society, and universities, while ensuring the inclusion of youth as a group most directly affected by the law.
• Involve religious institutions, academics, and community leaders in the deliberations to ensure a comprehensive and inclusive approach.
• Combat hate speech, threats, defamation, and takfir (excommunication) through practical mechanisms and enforceable deterrent measures.
• Raise awareness among media professionals, legal practitioners, and all segments of society about the concepts of violence and its implications for legislation.
• Harness technology by launching an independent and secure legislative consultation platform that enables citizens to share their views while ensuring their legal protection.
This workshop was held within the framework of the Young Women for Awareness, Agency, Advocacy and Accountability (YW4A) – Noon al-Taghyeer program, implemented in partnership between the Psychosocial Counseling Center for Women and YWCA. The program seeks to strengthen young women’s rights to dignity and bodily integrity, and to advance gender equality in decision-making through the adoption of policies and laws that guarantee gender justice.
